For 30 years, Carey Shoufler has worked in education and communication in an array of settings. In her current role, Carey has spent the last 17 years working as the Law Related Education Director for the Idaho Law Foundation.
Carey utilizes her experience as an educator to provide leadership and management for a statewide civic education program. She obtained her bachelor’s degrees in English Literature from Mills College in Oakland, California and her master’s degree in Instructional Design from Boise State University. A native Idahoan, Carey returned to Boise in 1999 after working for 13 years as a teacher and educational administrator in Boston. When not working, Carey likes to walk her dogs, knit, read, bake pies, and spend time with her grandchildren. |

Gabriel Arroyo is a law clerk for the Idaho Court of Appeals. Prior to clerking, Gabriel served as a Junior Associate for the University of Idaho Office of General Counsel.
Gabriel received his Bachelor's degree from the University of Tennessee at Martin and his Juris Doctor degree from the University of Idaho. During law school Gabriel clerked for the Washington State Office of the Attorney General. |

Judge Jessica M. Lorello is an Idaho native who graduated from Boise High School. She received a Master’s Degree in Health Care Administration and her Juris Doctor degree from the University of North Carolina at Chapel Hill. After law school, she worked in private practice at Givens Pursley LLP until 2004 when she joined the Criminal Law Division of the Idaho Attorney General’s Office where she worked in the Appellate Unit and the Capital Litigation Unit.
Governor C.L. “Butch” Otter appointed Judge Lorello to the Idaho Court of Appeals in 2017. Judge Lorello is also an adjunct professor at the University of Idaho College of Law where she has taught several classes, including legal writing, legal research, advanced advocacy, and professional responsibility. In addition, Judge Lorello has been actively involved in Attorneys for Civic Education since its inception in 2013 and supports many law related and civics education programs for Idaho’s youth. |
TreasurerTexie Montoya |
Texie Montoya is an Associate General Counsel at Boise State University where she has worked since 2012. Prior to joining Boise State, Texie clerked for the Honorable Stephen M. Brown at the Washington State Court of Appeals – Division III in Spokane, Washington.
Texie received her Bachelor’s degree from Boise State, where she served as Student Body Vice President and delivered the commencement address with her twin sister in 2006. She earned her Juris Doctor from Gonzaga University School of Law in Spokane, where she served as President of the Student Bar Association. Texie currently serves as Chair of the Professionalism and Ethics Section of the Idaho State Bar, as an executive board member of the Government and Public Sector Lawyers Section, and as Treasurer of Attorneys for Civic Education. She is a member of Idaho Women Lawyers. Texie is also the board president of Go Lead Idaho, a local non-profit organization dedicated to women’s leadership. Texie is a 5th generation Idahoan and lives in Boise with her husband, stepson, and two daughters. |
